Collins was born on August 11, 1962, in Hartford, Connecticut. She grew up in a small town outside of New York City. Collins’ father was a U.S. Air Force pilot, and her mother was a schoolteacher. Collins’ parents divorced when she was nine, and she lived with her mother and brother.

Collins graduated from Alabama’s Hamilton Heights High School in 1980. She then attended Indiana University, where she studied drama and telecommunications. Collins’ first job was as a writer for children’s television shows, including Clarissa Explains It All and Little Bear.
